H. Manuel Ortiz
Mayor

Mayor H. Manuel Ortiz was first elected to the Irwindale City Council on November 2005 and has been re-elected in 2009, 2013, 2018 and 2022. He was selected by his Council colleagues to serve as Mayor in 2006, 2009, 2020, and 2022. Mayor Ortiz supports the continued advancement of the City of Irwindale, and advocates for issues such as fiscal accountability, improved City programs for youth and seniors, public safety and housing opportunities.
Mayor Ortiz serves with the goal of building an Irwindale that thrives economically, while maintaining the small town quality of live that the community has cherished for generations.
His term of office expires November 3, 2026.

Albert F. Ambriz
Mayor Pro Tem
Mayor Pro Tem Albert F. Ambriz is a lifelong resident of Irwindale. He was elected to the Irwindale City Council in November 2013 and re-elected in 2018 and 2022 previously serving two terms as Mayor in 2019 and 2020. Mayor Pro Tem Ambriz served our country as a Marine for 21 years as an infantry operation chief and retired as a Master Sergeant. He was drafted in 1972 which was the last military draft call for the United States. One of his greatest honorable achievements was serving as a combat veteran during the Persian Gulf War Desert Shield/Desert Storm. Upon retiring, Mayor Pro Tem Ambriz completed his Bachelor of Arts Degree in Liberal Studies to teach grades K-12. During his tenure as a teacher, he taught at-risk students & adult education emphasizing English as a second language to immigrant migrant workers. He then worked as a Code Enforcement Officer for the City of Irwindale and retired after eight years of service.
Some of Mayor Pro Tem Ambriz’s top priorities include community safety, fiscal responsibility, and sustained and continually improving programs for the Irwindale community. He was one of the five councilmembers who established the Irwindale Community Foundation serving as the foundation’s first chair of the board.
His current term of office expires November 3, 2026.

Mark A Breceda
Councilmember
Councilmember Mark Breceda was first elected to the Irwindale City Council in March 1999, and has been re-elected in 2003, 2007, 2011, 2015, 2020 and 2024. He has the distinction of being selected by his Council colleagues to serve as Mayor a record 9 times.
He is lifelong resident of the City of Irwindale and continues a family tradition of service to his community as did his father, brother and sister before him. Councilmember Breceda is a local business owner and is committed to improving the quality of life for the residents of Irwindale
His current term of office expires November 7, 2028.

Larry G. Burrola
Councilmember
Councilmember Larry G. Burrola was first elected to the Irwindale City Council in November 2007 at which time he was selected by his Council colleagues to serve as Mayor, and was re-elected in November 2015, 2020, and 2024.
Councilmember Burrola supports new and exciting opportunities for Irwindale residents, public safety and the diverse business community.
He is a lifelong Irwindale resident and has also served as a Planning Commissioner.
His term of office expires November 7, 2028.

Manuel R. Garcia
Councilmember
Councilmember Manuel R. Garcia was first elected to the Irwindale City Council in March 2001 and has been elected in 2007, 2011 , 2015, 2020, and 2024. He was selected by his Council colleagues to serve as Mayor in 2010. Councilmember Garcia is a lifetime resident of the City of Irwindale. He supports the growth of general fund revenues, particularly through revenue-generating projects, to preserve the City’s reserves.
He is committed to continual improvement of the quality of life for the Irwindale community and takes pride in the way that the City has flourished over the years.
His term of office expires November 7, 2028.
